James was born on February 7th, 1930 in Port Clinton, Ohio. He was a graduate of Cleveland State University and the University of Pittsburgh where he earned his Ph.D. in Economics.

James was an economist, a journalist, an investigative reporter, a columnist, and a photographer. He was known for documenting the American experience while writing about it in his columns.
